Peel Regional Police allege Dhaliwal, who has been missing since September 2022, deliberately disappeared as part of a calculated plan to murder Kaur. Investigators believe the suspect approached Kaur while smoking a cigarette, pulled up his hood moments before the shooting, and fled the scene.
BOLO (Be On the Lookout) Program, a nationwide initiative developed in partnership with police forces and Crime Stoppers, includes Dhaliwal on its list of Canada’s Top 25 Most Wanted fugitives. He was ranked ninth when first added in April 2024 and is now listed at 15th. BOLO Program Director Maxime Langlois confirmed that the reward is offered for any information leading to an arrest, regardless of conviction.
In early 2023, two of Dhaliwal’s family members were arrested in Moncton and charged with being accessories to murder after the fact, further deepening the case’s complexity.
