“Dave Turmel and his organization are willing to do whatever it takes to dominate drug trafficking in Quebec City and beyond,” said Denis Turcotte, Chief of the Quebec City Police Service. Turcotte urged Turmel to surrender, warning, “We will find you, we will arrest you, and you will face justice.”
The second individual on the BOLO list is All Boivin, also from Quebec, who is implicated in the same violent drug war. Boivin is wanted by the Sûreté du Québec, with an identical $250,000 reward offered for his arrest.
Law enforcement officials revealed that Turmel has significant ties within Quebec but may have fled Canada using false identities, possibly receiving assistance from others. Investigators caution that both men are highly dangerous, urging the public to report any sightings to authorities immediately without attempting to intervene.
The updated BOLO list also features fugitives wanted for murder, firearms offences, and manslaughter by police forces from Toronto, Winnipeg, Edmonton, and other jurisdictions. Notable names include Rabih Alkhalil, wanted by the RCMP for murder, and Adrian Walker, sought by the Toronto Police Service for homicide.
The BOLO program, in partnership with police agencies, aims to increase public awareness and gather tips to apprehend these fugitives. Rewards for information range from $50,000 to $250,000, depending on the severity of the crimes.
