Ontario to Provide Financial Support to Post-Secondary Institutions Amid International Student Limits

In response to concerns raised by Ontario’s colleges and universities about their financial sustainability, the provincial government is poised to offer “financial support” to shore up the post-secondary sector. This development comes in the wake of challenges posed by the federal government’s imposition of limits on international student permits, further complicating the financial outlook for these institutions.

A blue ribbon panel, convened by the government to assess the financial sustainability of Ontario’s 47 publicly assisted colleges and universities, highlighted significant threats to the sector stemming from a combination of factors, including a 10% tuition cut and subsequent freeze in 2019, as well as chronic underfunding of post-secondary education. The panel’s recommendations, including a one-time 10% increase in per-student funding and multi-year frameworks for tuition adjustments, underscore the urgency of addressing the sector’s financial challenges.

While the government is unlikely to pursue tuition increases amid affordability concerns, it is considering providing financial assistance to colleges and universities in response to the panel’s findings. Additionally, the province is working to implement a mandatory attestation system for international student applications, following federal restrictions on permits. This system aims to verify university and college application approvals, addressing concerns about the uncertainty faced by international students. The federal government’s stance on the issue, prioritizing the well-being of students over institutional financial viability, has drawn criticism from advocates for post-secondary institutions. Despite concerns raised by institutions projecting operating deficits, Prime Minister Justin Trudeau emphasized the importance of prioritizing students’ educational opportunities over financial considerations.
