Toronto Homeowners Face April 30 Deadline to Submit Vacant Home Tax Declarations or Risk Penalties

Toronto property owners who have not yet submitted their Vacant Home Tax declaration for 2025 are being urged to act before the April 30 deadline to avoid penalties. City officials say the vast majority of homeowners have already completed the required filing, but those who have not must still confirm the occupancy status of their property to remain compliant.

According to the City of Toronto, about 95 per cent of residential property owners have already submitted their declarations. The remaining homeowners are required to report whether their property was occupied or vacant during the year, even if the property served as their primary residence. Failing to file the declaration automatically results in the property being classified as vacant and subject to the tax.

The Vacant Home Tax was introduced in 2022 as part of the city’s strategy to increase housing supply and encourage better use of existing residential properties. Since the policy took effect, the number of vacant homes has declined, dropping from 6,944 properties in 2022 to 5,989 in 2024, according to city data.

Toronto residents have multiple options to submit their declaration. Homeowners can complete the process online through the municipal portal, by calling 311 or the city’s dedicated tax line, or by visiting a Tax and Utility Counter at City Hall or a civic centre. Those filing online receive a confirmation number and email record, while phone and in-person submissions generate a receipt.

City officials emphasize that submitting the declaration is mandatory each year regardless of occupancy status. Residents who require assistance with the process can contact the city through 311 for guidance before the deadline arrives.
