Rewards of up to $50,000 are being offered for information leading to the arrest of two men wanted in connection with a separate homicide and attempt murder investigations.
The Bolo Program announced the reward today at a news conference, alongside members of the Toronto Police Service’s Homicide Squad, the Integrated Gun and Gang Task Force, and Toronto Crime Stoppers.
The first reward is being offered in relation to a murder that took place on Sunday, September 6, 2015, at approximately 12:20 a.m.. A man, 23-year-old Russell Sahadeo, was stabbed to death in Noble Park, in the Scarlett Road and Eglinton Avenue West area. Two suspects were identified as a result of the investigation. One suspect turned himself in but Ton Quoc-Hoang Ngo of Toronto, also known as Tommy Ngo, remains at large.
The 27-year-old is wanted on a Canada-wide warrant for second-degree murder.
He is believed to be in the Greater Toronto Area. His image and composite sketches have been released.
The second reward is being offered in relation to Usman Kassim, 40, who is wanted on several Canada-wide warrants in multiple investigations.
In January 2020, Usman was identified as a suspect in an assault investigation and was wanted for Assault, Criminal Harassment and several Fail to Comply charges.
Four months later, in April 2020, officers responded to the sounds of gunshots in the area of Leslie Street and Sheppard Avenue East. It’s alleged that Usman was driving a vehicle with a passenger when that person discharged a firearm at a couple sitting in another vehicle. In relation to that case, he faces two counts of Attempt Murder. The identity of the passenger in the car has never been determined and investigators would welcome any information that may assist with the identification and location of that person.
On October 25, 2021, a woman reported being approached by a man in an underground parking garage in the area of Sheppard Avenue East and Yorkland Road where it’s alleged he held a gun to her head and threatened her life. Officers responded and located Usman Kassim. He was able to escape apprehension after ramming a police cruiser. For this case, Usman is wanted for various firearms offences, Threaten Death and Flight from Police.
Usman Kassim is also known as Oltunde Adeniyi, Steven Matturie, and Roman. His last known addresses were in Woodbridge and Toronto and investigators believe he is still in the Greater Toronto Area. His photograph has been released.
The Bolo Program was launched in 2018 and rather than taking tips, they amplify wanted individuals through social media, traditional advertising on billboards and the use of a mobile digital advertisement truck, encouraging people to either call Crime Stoppers anonymously or the relevant police service.
Both rewards are available until September 30, 2022.
