Colleen June Clancy of British Columbia has been found responsible for deliberately withholding rent from eight different landlords between 2018 and 2023, accruing a total of $43,624.00 in unpaid rent. The B.C. Residential Tenancy Branch (RTB) has ordered Clancy to pay this outstanding amount along with $5,000 in fines.
According to Scott McGregor, director of enforcement at RTB, Clancy demonstrated a consistent pattern of behavior aimed at avoiding rent payment, even contesting eviction notices and failing to comply with director’s orders in seven separate cases. Despite promises to pay and assurances of compensation for late payments, Clancy failed to fulfill her rental obligations.
The situation has resulted in significant financial harm to landlords, with one owed $19,500 and another owed $11,200, leading to emotional distress and counseling for one landlord. While Clancy has not faced criminal charges thus far, she may face additional fines for continued refusal to pay and could potentially be subject to criminal charges in the future.
