In a recent announcement, Immigration Minister Marc Miller unveiled plans to implement more “domestic draws” for individuals already residing in Canada who qualify for permanent residency (PR). These draws, part of the Express Entry system managed by Immigration, Refugees and Citizenship Canada (IRCC), aim to facilitate the transition of temporary residents to permanent residents by selecting candidates based on their Comprehensive Ranking System (CRS) scores.

Miller’s statement comes amidst a broader initiative to manage temporary resident levels in Canada and alleviate pressures on critical sectors such as housing and healthcare. By targeting individuals already integrated into Canadian society, the government hopes to streamline the immigration process and ensure better outcomes for newcomers.

The proposed expansion of domestic draws reflects a strategic shift towards prioritizing candidates with pre-existing ties to Canada, acknowledging the valuable contributions they make to the country’s economy and society. Additionally, it aligns with the government’s immigration targets while addressing concerns about adding further strain to essential support sectors.

Through initiatives like the Canadian Experience Class (CEC) and Provincial Nominee Programs (PNPs), the government has historically recognized the value of candidates who have already established themselves within the Canadian labor market and community. By expanding in-Canada draws, Miller aims to build on this approach and provide more opportunities for eligible individuals to obtain permanent residency status.

While the specifics of the policy implementation remain to be seen, Miller’s announcement signals a commitment to leveraging existing talent and resources within Canada to meet immigration objectives. As the country continues to navigate evolving immigration challenges, initiatives like in-Canada draws represent a proactive step towards a more efficient and inclusive immigration system.
